前言

本文件按照GB/T1.1--2020《标准化工作导则第1部分:标准化文件的结构和起草规则》的规定起草。

本文件代替GB/T 31464-2015《电网运行准则》。与GB/T 31464-2015 相比,除结构调整和编辑性改动外,主要技术变化如下:

——增加了“售电公司”“可再生能源”“新能源”“分布式电源”“新能源场站”“实时控制”“可中断负荷”“电化学储能系统”“连接”“电力系统安全性”“电压稳定”“频率稳定”“新能源装机渗透率”“新能源电量渗透率”“新能源同时率"“新能源最大同时率”“新能源最小同时率”“电力监控系统”“直流附加控制”“网络安全”“网络安全管理平台”“网络安全监测装置”“电力现货市场”“辅助服务”“电力辅助服务市场”“两条完全独立的通信通道”等术语和定义。修改了“并网”“联网”等术语和定义(见第3章);

——删除了“计划停运”“非计划停运”等术语和定义(见2015年版的3.3.9和3.3.11);

——增加了新能源规划应与电网规划同步开展的相关要求[见4.1.1.3f)];

——增加了新能源规划要考虑惯量和动态无功电源储备的要求[见4.1.2.1b)];

——增加了 电力系统规划中交.直流相互适应,协调发展的要求[见4.1.2.1 h)];

——增加了 电源规划中对装机类型、规模、布局的要求[见4.1.2.1 i)];

——增加了电力系统应统筹建设足够的调节能力的相关要求[见4.1.2.1j)];

——增加了分布式电源规划中关于电网承载能力、就地消纳以及分布式电源功率控制、预测和电压、频率支撑能力的要求[见4.1.2.1 k)];

——增加了直流输电应与送受端系统相适应,直流短路比、多馈人直流短路比达到合理水平等要求(见4.1.2.6);

——增加了对新能源场站一次调频、快速调压、调峰能力、惯量/短路容量支撑能力以及电压/频率耐受能力的要求(见4.1.2.7);

——增加了对新能源场站设计过程中关于多场站短路比、宽频振荡、快速频率响应、耐频耐压、网络安全、电能质量评估等内容要求(见4.1.2.8);

——修改了发电机组一般性能要求,包括PSS.-次调频、进相能力、AGC、AVC等涉网设备的性能要求(见5.4.2.3.1,2015年版的5.4.2.3.1);

——修改了风电场、光伏电站并网技术条件,增加了新能源场站一次调频、快速调压、调峰能力和惯量、电压/频率耐受能力、场站建模、电能质量评估/实测、短路比分析和振荡风险评估以及接入柔直场站的继电保护适应性分析等方面的要求(见5.4.3.1,2015 年版的5.4.3.1和5.4.3.2);

1 范围

本文件规定了电网运行与控制的基本技术要求和基本原则。

本文件适用于电网企业、发电企业、电力用户,及其相关的规划设计、建设施工、试验调试、研究开发等单位和有关管理部门所参与的电网规划、设计、并网、运行等工作。

3.1 基本名称

3.1.1

电力系统 power system

由发电、供电(输电、变电、配电)、用电设施以及为保障其正常运行所需的调节控制及继电保护和安全自动装置、计量装置、调度自动化、电力通信等二次设施构成的统一整体。

3.1.2

电网调度机构 power system operator

负责组织、指挥、指导、协调电网运行和负责包括辅助服务在内的电力现货市场运营的机构。

3.1.3

电网企业 power grid enterprise

拥有、经营和运行电网的电力企业。

3.1.4.

发电厂 power plant

并人电网运行的火力(燃煤、燃油、燃气及生物质)、水力、核、风力、太阳能、地热能、海洋能等发电厂(场、站)。

3.1.5

发电企业 power generation enterprise

并人电网运行(拥有单个或数个发电厂)的发电公司,或拥有发电厂的电力企业。

3.1.6

主网直供用户 bulk grid customer

直接与省(直辖市、自治区)级以上电网企业签订购售电合同,或通过电网直接向发电企业购电,同时与电网调度机构建立调度关系的用户。

Introduction

The regulatory document "Power Grid Operation Rules" issued by the former State Electricity Regulatory Commission focuses on management and responsibility, and clarifies the basic responsibilities, rights and obligations of power grid enterprises, their dispatching agencies and power grid users in all relevant stages of power grid operation. This document focuses on technical standards and working procedures. It specifies the technical conditions required for safe and stable operation of power grid in the planning, design and construction stage of power system, and clarifies the basic technical requirements and working procedures which the power grid enterprises and power generation enterprises must follow each other. It also specifies the basic technical requirements and working procedures for grid enterprises, power generation enterprises, power users must follow in grid access and grid operation, in order to ensure the safe and stable operation of power system and the social economic operation, industrial and agricultural production and normal order of people's life of China get reliable power guarantee.

The grid operation code

1 Scope

This standard specifies basic technical requirements and basic principles for grid operation and control.

This standard is applicable to power grid enterprises, power generation enterprises and power users, and relevant units for planning & design, construction, test commissioning and research and development as well as relevant management departments for power grid planning, design, grid connection, operation and other work.

3.1.1

power system

an integral system which consists of power generation, supply (transmission, transformation and distribution) and utilization facilities as well as regulation and control, relay protection, automatic safety device, measuring device, dispatching automation and electric power communication to ensure its normal operation.

power system operator

an entity which is responsible for organization, command, instruction and coordination of power grid operation and for the operation of electricity spot market, including auxiliary services
